Tournament
Rules:
REGISTRATION:
1. Teams will be registered in either the
Open co-ed division, 17 & Under co-ed division or
the 13 and under co-ed division. Players
older than 17 may not register on a team in the 17-Under division, however
players younger than 17 may play in the Open division. Players
older than 13 may not register on a team in the 13-Under division, however
players younger than 13 may play in the higher divisions.
2. Teams must have their registration form
and payment ($70) in by 4:00pm, June 20th, 2009.
3. Teams must check in and pre-register at
the registration table prior to the start of their first game on tournament
day.
4. All players should be at their court 10
minutes before their game is scheduled to begin.
5. You may only register for and play on
one team in the tournament.
6. Any changes made to your team's roster
must be made with the approval of the tourney organizing committee prior
to any new players being used.
7. The Organizing Committee reserves the
right to restrict entry to the tournament, and to disqualify teams or
players due to verbal/physical abuse to any referee, organizer, player
or team-mate. The use of drugs or alcohol at the event is strictly prohibited
and will be cause for disqualification from the tournament.
POSSESSION:
1. The court monitor will determine beginning possession by ROCK,
PAPER, SCISSORS.
2. There is a change of possession after
every basket that is scored.
3. The ball must be taken outside the "3-point arc" after every
change of possession. This will include getting a rebound, a steal, etc...players
must dribble or pass the ball to a team-mate past the line for a complete
change of possession to take place. The player taking the ball out must
have both feet clear of the "take out arc" to be complete. Once a team
has cleared the "take back line", the play continues with no "check" necessary.
4. If a team does not properly take the ball out past the "take
back line" and attempts to score a violation takes place. The result will
be if a point is scored after the violation, the point is lost and the
ball will be turned over to the other team.
5. Before starting after each dead-ball
play, the ball must be "checked" by an opposing player.
6. The defensive team will be the recipient
of all jump ball calls.
7. All out-of-bounds balls must be re-entered
behind the "3pt arc" by being "checked" at the top.
GAME DURATION:
1. The first team to 15 points wins the
game. Games can be won by one point. The maximum amount of time a game
will last will be 15 minutes, unless it is the final game in either division.
In this situation there will be no time limit and the game will be played
to 15 points. Time is kept at the scorer's booth.
2. If a game is tied at the end of 15 minutes,
the next basket will be the winning basket. Possession for the overtime
will also be decided by ROCK, PAPER, SCISSORS.
3.
Baskets are worth one point, except the baskets that are shot and made
from outside the "3-pt line". These shots are worth 2 points. Both feet
must be outside the line before the shot is taken to count as 2.
4. One point will be given for all foul
shots.
Warm-up:
1. Teams may warm-up on the two hoops located
in the turnabout dedicated as a warm-up area. No pickup games to be played
at these hoops, to allow reasonable shoot-around/warm-up for teams playing
next.
2. Teams should not attempt to cross or
warm-up on the courts when they are not scheduled to play.
3. Please be prompt arriving at your designated
court. Make sure you check the schedule for your next game because if
you are more than 5 minutes late, the game will be forfeited by your team.
Forfeited games will not be rescheduled and count as a loss. The team
must have three players and alteast one member of each gender ready at
the court to count as a complete team.
4. Games can only be completed with at least
2 players (one male/one female) per team on the court. If due to ejections
or player disqualifications a team is left with only 1 player the game
will be forfeited by that team and a loss given regardless of the score.
Court Monitors/Referees/Scorekeepers:
1. A court monitor, a referee, and 3 scorekeepers
will be at each court. These people are volunteers and their roles are
to make sure the games flow smoothly and the problems are resolved quickly.
They deserve your respect during your games and throughout the tournament.
2. The scorekeepers will be in charge of
having teams sign in before each game. The scorekeeper will score and
time each game as well as track team fouls.
3. The court monitor and referee are there
to resolve any disputes between the teams and to answer any questions/concerns.
4. Players will call their own fouls, referees
will call any obvious or blatant no-calls and will help make calls on
out of bounds, and "take back line" infractions.
5. All decisions by the referees, court
monitors and scorekeepers are final. Any swearing, abuse, or arguments
with the officials in not acceptable and will result in either the forfeiture
of the game by the team or the ejection of an offending player.
6. Please treat all of the scorekeepers,
court monitors, referees and other players with RESPECT. Without them
the tournament could not be held.
Fouls:
1. We expect you to use good sportsmanship
and co-operation in using the "call your own foul" rule.
2. Court monitors and referees reserve the
right to disallow obvious miss-calls, and to call obvious fouls that have
been committed.
3. After a foul has been called, the ball
will be put back into play at the "3pt arc" and "checked".
4. If a player is fouled while he is shooting
and makes the basket then the point counts and possession is changed.
If the shot misses, then the fouled team "checks" the ball at the top.
5. Players can not foul out. However, any
continual fouling or aggressive play by an individual will result in the
referees discretion and he may impose a 3-minute time-out for the player.
The scorer will track the time, and the player will be able to return
to the game following the 3-minutes. If a team has only 3 players they
will play short with just 2, if the team has a fourth they can substitute
for the 3-minutes.
6. After a team commits 5 - team fouls,
on the 6th foul the opposing team is awarded a foul shot. After the shot
the ball is considered "live", if it is made the point counts, and the
opposite team regains possession. If it misses the play resumes.
7. Please remember that the court monitor/referee
can call "technical fouls" for poor sportsmanship or aggressive play.
If a player receives two technicals in the tournament that player will
be ejected from the tournament.
Rainouts:
1. The whole tournament will take place
outdoors at Juan de Fuca Recreation Centre's "Paul Valentine Memorial"
outdoor court, located in lower fields area near the baseball diamonds.
Juan de Fuca Recreation Centre is located at 1767 Island Highway in Colwood.
2. If weather conditions make the court
unplayable, games will be held at Belmont High School located at 3067
Jacklin Road.
3. Tournament Organizers will make decisions
on outdoor court playability. Organizers may decide to delay games slightly
to allow for inclement weather to pass.
4. Any game that has been played for at
least 10 minutes will be considered final if it is interrupted by inclement
weather.
5. Any games that have not reached the 10
minute mark when delayed will be scheduled to be replayed completely.
6. Games will be rescheduled as soon as
possible.
7. Remember: it is your responsibility to
listen for announcements regarding changes in the tournament. The head
scorer's table will have the official timetable and team representatives
should check there regularly during inclement weather or scheduling changes.
Additional Rules:
1. Players may substitute during any dead-ball
situations before the ball is "checked".
2. Each team is allowed 1 time-out per game.
The clock will stop for 1-minute during this time.
3. After each game a team representative
should report to the main scorer's table and check for the their team's
next game time & location. It is the team's responsibility to know when
the games are scheduled and on which court the games will be played.
4. The Tournament Organizers reserve the
right to eject a player/team from the tournament for unacceptable behaviour.
The "Paul Valentine
Memorial" 3 on 3 Basketball Tournament is an event which will help Paul's
family and friends celebrate his life as we dedicated the court and tournament
in his name. Remember that this tournament is focused on the celebration
of the life of a young man who enjoyed playing basketball for fun while
hanging out with his friends. Take a moment during this tournament to
learn more about the issues surrounding youth violence at the various
information booths and please take time to make new friends. That is what
